U.S. Principal Deputy Assistant Secretary of State for Population, Refugees and Migration David Robinson made the $10 million pledge to the Balkans Regional Housing Program (RHP) April 24, 2012 at the Sarajevo donors’ conference.  The conference is an effort of the international community to end the protracted refugee situation stemming from the 1991-1995 conflicts in the western Balkans.  The RHP will provide durable housing solutions for up to 74,000 of the most vulnerable refugees and displaced persons in Bosnia and Herzegovina, Croatia, Montenegro and Serbia.  With some 22 donor countries, the EU, OSCE and UNHCR in attendance, 14 donors pledged a total of approximately €260 million (over $343 million), slightly more than half the amount the four participating countries had hoped the international community would provide.  The RHP total budget is €584 million (currently $771 million) to be provided over five years through a combination of international donor support and participating countries’ budgetary contributions with supplementary loans as needed.  The participating countries have pledged to allocate €84 million (or about 15%).  Fundraising will continue as the program is implemented.
